VA's Commonwealth Competition Council

I've been nominated to Governor Kaine's "Commonwealth Competition Council" and will be presenting this presentation tomorrow about how to cut costs when dealing with the Commonwealth (and ideas on how to make it more efficient).

My goal is to approach the topic from a complete outsider's view, i.e., not take into account any of the bureaucracy that exists when giving initial ideas.  (Good luck getting VA to blog or twitter, right?)

If other council members can take any of these ideas away and find ways to be more efficient in their daily lives, then my goal will have been met for this initial meeting.
